New procedure for incoming international students and employees

In accordance with the amendments to the Federal Law “Concerning the Legal Status of Foreign Citizens in the Russian Federation“, from December 29, 2021, some groups of international citizens who arrive in the Russian Federation, must undergo a medical examination, fingerprint registration, and photographing.

International students who arrive in the Russian Federation for more than 90 days, are obliged to undergo the procedure within 90 days from the date of entry into Russia. International employees, regardless of the duration of the visit, must undergo the procedure within 30 days from the date of entry into Russia.

The procedure must be completed at the territorial body of the Ministry of Internal Affairs of the Russian Federation at the place of migration registration.

The following individuals are exempt from the procedure:

  • Citizens of the Republic of Belarus;
  • Working citizens of the EAEU countries (the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic) staying in the Russian Federation for less than 30 days.
