Assessing the Quality of Preschool Education: Discussing Experience and Tools

April 16, 2026, as part of the IX International Symposium “Education and the City: People and Institutions”, a roundtable entitled “Tools for Assessing the Quality of Preschool Education in the Practice of Developing Kindergarten Teaching Teams” will be held in a hybrid format. All those interested in improving the quality of preschool education, supporting teaching teams, and creating a developmental environment for children are invited to participate.

Mentoring, teacher support, and the development of an environment that fosters children’s play and creative abilities — these are the topics we will discuss together with Tatyana Le-van, Leading Research Fellow at the Laboratory of Child Development, Institute for Urban Studies and Global Education, Moscow City University.

  • We will explore how the ECERS and ITERS scales help develop teaching teams and improve the kindergarten environment;

  • We will discuss the challenges that methodologists face when working with teaching teams in preschool groups;

  • We will share ideas on how to evaluate the effectiveness of efforts to improve quality within kindergartens.

The discussion will involve researchers from Moscow City University, educators, methodologists, and heads of kindergartens in Moscow and the Moscow Region: Irina VorobyevaAnna Yakshina, Ekaterina Krasheninnikova, Natalia Filimonova, Nadezhda Mishagina, and Victoria Minchenko.

Speakers will present their experience of using the ECERS and ITERS scales as tools for day-to-day work with teaching teams: from organising methodological support to developing checklists and other instruments for internal quality assessment and improvement in preschool groups. Attendees will be able to adopt ready-made solutions and apply them in their own organisations.
