Transfer to MCU from Another Educational Organisation
Students from other educational institutions may transfer to secondary vocational programmes, higher education programmes (bachelor’s, specialist’s, or master’s degrees), or postgraduate programmes for scientific and pedagogical training.
Regulations on the Processes of Student Transfers, Expulsions, and Reinstatement
We recommend planning the transfer from August 20 to September 15 to start studying in the fall semester, and from January 20 to February 15 to begin in the spring semester.
Transfer Conditions
- You should be an active student at your current educational institution. If you were previously expelled, you need to be reinstated at your previous institution before applying for a transfer to Moscow City University.
- You need to get a certificate of the period of study at an educational organisation.
Steps for Transfer
Step 1: Review of Transfer Eligibility
- Prepare the required documents:
- Submit your application and required documents to the university:
- Wait for the decision regarding your transfer application. If needed, you may be invited for an interview with the attestation commission. Once your application is reviewed, the university will outline the transfer conditions, create an individual study plan, and prepare a contract if the programme is fee-based.
- Review the training terms and personally sign the required documents. If you submitted your documents via e-mail, you will need to present the originals to the Multifunctional Student Center.
- Obtain a certificate confirming your enrollment at MCU through the transfer process. This certificate is valid for 20 days from the registration date. Along with it, you’ll receive a copy of the attestation sheet detailing the subjects credited or requiring reassessment.
Step 2: Enrollment Process for Transfer
- Submit an application for expulsion to the educational institution from which you are transferring. Include the certificate confirming your transfer enrollment at MCU with your application.
- Once the expulsion order is issued, you will receive a copy of the order extract.
- If you are transferring to a fee-based programme, ensure you pay the tuition fees at MCU as per the contract terms.
- Prepare the following documents:
- extract from the expulsion order
- document confirming previous education
- a photo for your student ID card
- Submit the complete document package to the university for enrollment under the transfer process:
- Wait for the admission order to be issued for your transfer to MCU, which typically takes 5 working days.
- Receive your student ID and begin your studies.
Reinstatement at the University
If you were previously enrolled at MCU and were expelled, you can apply for reinstatement to resume your studies in secondary vocational or higher education programmes (bachelor’s degree, specialist’s degree, master’s degree), or research and teaching programmes (postgraduate studies).

- No more than 5 years should have passed since your expulsion.
- You can be reinstated in the same programme you were expelled from or in a different programme. If your previous programme is no longer available, you may be reinstated in another programme at the same level.

- Wait for a decision regarding your reinstatement. If necessary, you may be invited for an interview with the attestation commission. Based on the evaluation of your application, the university will determine the conditions for your reinstatement, create an individual curriculum, and prepare a contract (if your studies are on a fee-paying basis).
- Review the training conditions and sign the documents in person. If you submitted documents via email, you will need to provide the original copies.
- If you are reinstating as a fee-paying student, make the required payment according to the terms of the contract.
- Wait for the order, which will be issued within 15 days of submitting your application.
- Receive your student ID and begin your studies.
