EAOKO Conference held at MCU

On October 22—23, the 10th Annual International EAOKO Conference was held jointly by the Eurasian Association for Educational Assessment (EAOKO), Moscow City University, HSE UniversityRussia Education Aid for Development (READ), and Social Navigator. The Conference was dedicated to the unified exams in the former Soviet countries as well as national and international monitoring surveys.

The Conference brought together more than 250 experts from Russia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, who represented Russian and international leading organizations, including The World Bank in Russia, the Federal Institute for Educational Measurements (FIPI), RANEPA, the Institute of Education at HSE University, Rossiya Segognya. The Conference was held at 8 Sadovaya-Samotyochnaya Street, Moscow, in a blended format.

On the 1st day of the Conference, MCU Rector Igor Remorenko delivered a welcoming speech and five sessions were held in the formats of framework reports, thematic sessions, a symposium, and a workshop. Within the session of framework reports, Tigran Shmis (The World Bank in Russia), Oxana Reshetnikova (FIPI, Russia), Natik Aliev (Azerbaijan), and Natalia Tyurina (Rossiya Segodnya, Russia) elaborated on how the national exams have been developing in Russia and former Soviet countries.

Galina Kovaleva (Russian Academy of Education), Arsen Bagdasaryan (Armenia), Kali Abdiev (Kazakhstan), Maria Gorbunova (Belarus), Tatiana Mertsalova (HSE University, Russia) participated in the session №2 and discussed the efficiency and development of monitoring surveys on the quality of education.

Day 1 was concluded with the thematic sessions dedicated to the design and arrangement of the exams and monitoring surveys, measurement of soft skills in education, as well as the measurement of universal competencies and new literacies in the modern world.

The 2nd day of the Conference included four thematic sessions. Vladimir Navodnov (Research Institute of Education Quality Assessment, Russia) and Tamara Anuchkina (The Moscow Center for the Quality of Education) delivered their reports on proctoring within the procedures of education quality assessment. Tigran Shmis and Denis Nikolaev from The World Bank in Russia presented the view of international institutions on the development of the skills of the future.

Staff members of the MCU’s Research Institute of Urban Studies and Global Education contributed to the final sessions of the Conference with their reports. Associate Professor Igor Shiyan, Deputy Head of the Institute, Associate Professor Tatiana Le-van, Larisa Loginova, and Associate Professor Olga Shiyan made the presentation on the assessment of conditions for developing initiativeness in kindergartens. Tatiana Mysina and Anton Agapov delivered the report “Relations between Subject and Methodological Skills and Communicative Competencies of Pre-Service Teachers.” Anastasia Rossinskaya, Maxim Bulanov, and Ekaterina Asonova, Head of the Laboratory of Socio-cultural Educational Practices, discussed the model of urban teachers’ competencies for assessing the preparedness for work in the urban environment.

The Conference served as a platform for fruitful communication, efficient discussion, and exchange of experience and best practices. The most prospective reports of the Conference will be included in the issue of the “Education Quality in Eurasia” peer-reviewed journal.
